Paralyzed Hoosier Veterans

I am Albert Tolbert, President of the organization.

does and how it may be able to help YOU.
Among the purposes of this Corporation shall be the following:
A. To aid and assist in every way veterans of the Armed Forces who have suffered
injuries or disease of the spinal cord.
B. To publicize the needs of such veterans through every means and channels
available in order to effectuate the fulfillment of such needs as far as possible.
C. To advocate and foster thorough and continuing medical research in the several
fields connected with injuries and diseases of the spinal cord, including research in
neurosurgery, genitourinary, orthopedics, and prosthetic appliances.
D. To advocate and foster a comprehensive and effective reconditioning program for
its members, as well as all paraplegics, to include a thorough physical reconditioning
program; physiotherapy; competent walking instructions; an active sports program;
adequate guidance, both vocational and educational; academic and vocational
education, both in hospitals and education institutions; psychological orientation and
readjustment to family and friends, and functional and diversional occupational
therapy.
E. To sponsor and participate in activities of a patriotic manner.
F. To cooperate with other corporations and groups engaged in similar activities, with
a view toward carrying out the purposes described above in the most effective manner.
G. To work with other organizations to obtain continuous state funding for the research.
PHV neither seeks nor receives government funds. There are no fees or charges for our services.
The Paralyzed Hoosier Veterans (PHV) Advocacy Program is directed toward promoting and defending the rights of disabled citizens, both veterans and non-veterans. PHV strives to remove all barriers and to enforce and improve the legal rights of all disabled people including: equal access to transportation, full educational opportunities, accessible housing and elimination of architectural and attitudinal barriers.
PHV has been very supportive of wheelchair sports, including wheelchair bowling, trap shooting, fishing, hunting and spectator sports and events. This past year the sports program provided tickets for handicapped persons to attend the INDY 500 Mile Memorial Day race and the Brickyard 400. We also helped with the Day of Fishing at Patoka Lake. There is a possibility that tickets to the Indiana Pacer’s home games will be available in 2006.
The main thrust of PHV's Indiana Legislative program is directed toward adequate and sufficient funding for the Community and Home Options to Institutional Care for the Elderly and Disabled (CHOICE) Program. Other priorities include legislation affecting veterans and other disabled citizens. PHV also meets with our state senators and representatives in a quest of the maximum independence and opportunities for the disabled.
PHV promotes and supports spinal cord injury research. This is done primarily though the dissemination of information about the Center for Paralysis Research located at Purdue & Indiana Universities. The center depends on grants, state funding, federal funding, and public contributions to fund its work. PHV works, with many others, for continued state funding.
It would be impossible to operate our programs without the help of the volunteers. They take the time to educate themselves about advocacy and legislative issues so they can be an effective force. These people cannot be thanked enough.
